What to expect

How can generative AI transform the way we access and use open government data? This Turing Seminar Series talk examines the intersection of open data infrastructure and artificial intelligence, exploring both opportunities and challenges in making public datasets more accessible to non-technical users.

About the Talk

Professor Elena Simperl from King's College London will present research on how generative AI could address long-standing barriers in open data infrastructure. While millions of datasets have been made publicly available through government portals, many users—particularly those without technical expertise—struggle to navigate complex datasets and extract meaningful insights for decision-making.

The presentation will cover three key research areas:

  • Data prompting studies examining how professionals use chatbots like ChatGPT and Claude to find, interpret, and utilize open data
  • Machine unlearning techniques to assess whether existing open datasets are incorporated into widely accessible generative AI tools
  • Factuality benchmarking to evaluate how well foundational models answer citizen queries about government data

Professor Simperl will also introduce PortalGPT, a proof-of-concept system that combines knowledge graphs, large language models, and retrieval-augmented generation to make open data more actionable for users across varying levels of data literacy. This work addresses critical sustainability and stewardship challenges that have limited the potential of open data infrastructure over the past decade.

About the Speaker

Elena Simperl is Professor of Computer Science at King's College London and Director of Research at the Open Data Institute. As a Fellow of the British Computer Society and the Royal Society of Arts, her work bridges AI and social computing. She ranks among the top 100 most influential scholars in knowledge engineering and appears in the Women in AI 2000 ranking. Professor Simperl currently serves as president of the Semantic Web Sciences Association.

This seminar is part of the Jean Golding Institute's ongoing Turing Seminar Series, which showcases cutting-edge research in data science and AI from academics connected to the Alan Turing Institute. The talk will be held in person at the Un
